The paradigm used for Early Childhood Education programming is largely child-centered education. Therefore, there is a focus on the importance of play. Play provides children with the opportunity to actively explore manipulate and interact with their environment. It encourages children to investigate, create discover and motivate them to take risk and add to their understanding of the world. It challenges children to achieve new levels of understanding of events, people and the environment by interacting with concrete materials. Youth paradigms are based on self help skills along with positive role models and affiliation with professional organizations such as Boys & Girls Clubs of America and National 4-H Council. These affiliations offer youth the opportunity to explore, grow and develop leadership skills and promote service to community.
Several programs are offered under the CYSS umbrella. Please click on a tab for more information.

FCC provides care for children age 6 weeks to 12 years; however, it is the FCC Provider's preference, certification and expertise that determine the ages of children in his/her FCC home. A FCC Provider’s primary goal is to help each child to foster self-concept, strong emotional well being, proactive social interaction, as well as intellectual and physical growth. Each FCC Provider strives to provide a safe environment, enriching experiences, and loving care for children in her home. FCC follows regulations similar to center-based child care but offers a small group setting and flexible schedules.
FCC provides multiple types of care including full-day, part-day, hourly, extended hours (overnight or weekend), infant/toddler, and special needs care. These FCC programs support operational readiness, mission accomplishment and retention for family members of active duty service members, DoD civilian employees and eligible contractors.
Is FCC the right place for your child care needs? Is FCC a career option for you? Not sure, but would like to know more? Then visit Army FCC online (www.armyfcc.com). The public access portion allows viewers to have a closer look at most of the Army FCC Programs. However, to peek inside the FCC homes via Providers’ web pages a password must be requested from Parent Central Services or the FCC Director.
Unauthorized child care in government housing is prohibited!
Anonymous reports of unauthorized child care can be made to FCC.
Become a Family Child Care (FCC) provider. The benefits to becoming a certified FCC provider are:
- No-cost liability insurance
- Utilization of equipment and resources from the FCC Lending Library
- Reimbursement for food expenses, participating in the Subsidy Program
- Marketable credentials and career advancement
- Ongoing professional training

SKIESUnlimited is the framework for Heidelberg’s Child, Youth & School (CYS) Services instructional program. The name combines the acronym for “School of Knowledge, Inspiration, Exploration & Skills,” with the word “Unlimited” symbolizing the unlimited learning possibilities this exciting program offers children and youth from infant to young adult.
Young people spend as much as 80% of their waking time outside the classroom. When involved in instructional programs during the critical hours of 3 – 8 p.m., they are less likely to engage in undesirable behavior. Research also confirms that students involved in after-school instructional programs benefit at all levels including intellectually.
Eligibility: Authorized users are dependents of active duty military, retirees, DoD civilian employees, and DoD contractors who are currently registered with CYS Services Parent Central Services Office.
